Lead lawyer for research & development, state aid matters, German clientele
Matej graduated from the Charles University Faculty of Law in 2008. He heads the research and development and state aid focussed section in the firm, as well as being the main responsible lawyer for the German clientele in all commercial and corporate matters. As the R&D lead, he participated in the working group that amended Act No. 130/200 Coll., a change initiated by the Technology Agency of the Czech Republic. He has been instrumental in the last several years in providing legal advice to the Institute of Physics (IoP) of the Czech Academy of Sciences in their efforts to build the European ELI Beamlines centre (the project Extreme Light Infrastructure (ELI) is part of a European plan to build a new generation of large research facilities selected by the European Strategy Forum for Research Infrastructures (ESFRI)) including all IoP major technology procurement. Matej provides extensive advice to CESNET and gained extensive experience in connection with the EF-TRANS projects implemented by the Ministry of Education. Matej focuses on IPR, licensing, compliance of internal university and public research institutions’ regulations with the legal framework for financing of R&D projects etc. Matej has experience with providing legal advice related to revolving financing and pre-seed financing or PCP procurement. Matej cooperated on an analysis concerning transformation of Škoda Auto a. s. Vysoká škola to a independent subject, on analysis concerning financing R&D projects for the Technology Centre of the Hradec Kralove Region, analysis of IPR issues in relation to a project for development of new airplane sponsored by the Association of Airplane Manufacturers and other notable projects. Matej is extremely knowledgeable about the principles and instruments of the structural (regional) policies of the EU and its strategic documents. He is also involved in PPP projects.
